Technical assistance to support robust hybrid census implementation processes in Thailand (Phase IV)

There was much-improved capacity of the Thailand National Statistical Office (TNSO) personnel to successfully continue to collaborate with the WorldPop population modelling experts and the UNFPA Thailand to produce specific population estimates that will inform a successful planning and implementation of the upcoming 2025 census in Thailand.
TNSO is now at a vantage position to lead the co-development and co-production of the required population datasets to address the identified data needs albeit in a close collaboration and under the technical guidance/supervision of the WorldPop population modelling and estimation experts.
As part of the next steps, TNSO will continue to rely on the technical support provided by the WorldPop experts mainly via online channels to further enhance the skills of the TNSO personnel with the aim of being able to independently implement these modelling strategies before, during and after the census exercises. Thus, the overarching aim of Phase IV of the project was:
- To provide expert technical advice/assistance to the TNSO team on key elements of census processes and data management before, during and after the upcoming census in order to ensure a successful census
- Advisory Log & Q-A Tracker
- Weekly (or bi-weekly) record of all virtual support sessions, detailing questions raised by TNSO and the expert responses provided.
- Data-Source Compendium (Gated & High-Rise Areas)
- Annotated list of authoritative datasets—imagery, administrative files, survey micro-data—ranked by suitability for hybrid enumeration.
- Operational Guidelines for Hybrid Enumeration
- Step-by-step technical note covering:
- mapping of gated communities and high-rise buildings
- model-based population estimation routines
- quality-control checks and uncertainty flags.
- On-Demand Technical Clarifications
- Written responses to ad-hoc census implementation queries, compiled and transmitted to TNSO within three working days of each request.
- End-of-Support Brief
- Concise report summarising issues addressed, solutions adopted, outstanding risks and recommended follow-up actions for the 2025 Population and Housing Census.
